
Richard Allen Phelps, 89, passed away peacefully Sunday, October 8th, 2017 in the comfort of his home surrounded by his loving family.
Mr. Phelps was born November 3rd, 1927 to the late Joseph and Nelle Phelps in Norfolk, VA. He served our country proudly in the U.S. Army during WWII. To say that Mr. Phelps lived a full life would be an understatement. Aside from his service to our country, he was a civil engineer and head of the Public Works Department at NAS Oceana until his career retirement. Mr. Phelps enjoyed flying and was a private pilot. Mr. Phelps enjoyed serving his community where he served on church committees and the PTA at his children’s schools. He was instrumental in founding the Aragona-Pembroke Little League Association and also served as a coach. When time would allow, he enjoyed golfing with his sons, woodworking and spending time with his family. Mr. Phelps will always be remembered as a loving father, grandfather, great-grandfather and friend. He was a role model to all and will be deeply missed.
Left to cherish his memory is his sister, Joan Russell; his four children Michael, Rick, Leslie and Brian Phelps; seven granddaughters: Rachael, Brittany, Renee’, Brooke, Tara, Ashley and Danielle; and five great-grandchildren, Logan and Khloe Sainato, Vincent and Pierce Gardner and Ty Moses. He is preceded in death by his loving wife of 66 years, Jean Phelps.
The family will receive friends from 6:00-8:00 pm, Friday, October 13th, 2017 at Family Choice Burials & Cremations in Virginia Beach.
